I've had these in my toolbox for a decade
those are heat sinks for heavy duty wirewound ceramic resistors. slot car gurus used them on the massive resistors that would stick out the top of the controllers. since the resistors were hollow one heatsink would go in each end of the resistor.

Cool, literally. Reminds me of a motor heat sink I had with a small compartment you could fill with liquid. I used to make a show on the starting grid of adding cherry "Slurpee" ice drink from 7-eleven.
