Well that's very discouraging.
According to the responses others have received about similar email issues on phpBB's support forums, The developers claim it's down to the hosting providers.
There's maybe a few board settings I can play around with to see if that does anything.

I have a PM sitting in my Outbox, sent to a non-regular, that has been there since March 2023.

I build RCs like people would have done back in the '90s ..................................... if they had 3D printers.

They may have received the notification email about it but just don't want to log in to read what it is.
The only notification email setting I have turned on is for when I get a PM which has always worked.
In the phpBB email settings I noticed the SMTP mail feature was turned off which may be causing the problem. It needs to be configured before being enabled but I'm not positive of the proper credentials it requires so I've submitted a support ticket through our hosting provider since they should know.

I enabled the boards SMTP mail feature, and configured its settings to those recommended by support. I don't know if that will cause it to start working properly but I'm not too confident.

After playing with it some more, I may have figured out the secret handshake. I logged in with another account, and sent myself a PM as a test, and I was notified by email!

Nobody else has chimed in yet so I don't know to what degree it's fixed.
I also just finished setting up a new contact form that includes spambot protection. The stock one that comes with the board doesn't have any. As a result, the support email address it's tied to has been getting hammered by spam for the last few years. I don't know if it contributed to the email notifications problem at all, but it couldn't be helping matters any.

I just set my notification settings to receive an email when receiving a PM. Sent myself a PM but did not receive an email. Not certain if it'll actually work that way though, but don't see why it wouldn't.

I have been receiving email notifications regarding PM's before you made the change.
