No, I SEE now, you are right. the smaller bearing is for the threaded portion of the 1/4" axle. it's a #8 thread, which is marginally larger than 5/32". probably fits OK because the threads are slightly undersize. the thing that had me confused was it didn't dawn on me that the thread size was close to 5/32". By all rights it shouldn't fit if the threads were high tolerance, a bushing would be a looser fit.
SO...the wheel has a 5/16" inner diameter. with the hex in the rear, and a 5/32" x 5/16" bearing in place, the wheel should fit on a 1/4" axle no problem.

Front 3/16 x5/16 flanged.
Rear. 5/32x5/16 unflanged.
That is correct. That is what I have.
My cars are only shelf queens so I used some hard rubber black 0 rings as spacers. Same size as red shock o rings. seem to work fine, but I wouldn't race with them.

I finally took the plunge and bought a set I have to agree they are very nice, except for the fitment issues. I too used a flange brass bushings.
I always wonder if they would fit, 2mm thinner hexes would have been perfect.
What choices are there in 2.2 tires (vintage-looking pin spike) for Lohas wheels? Matching set for 4wd.
