The tires are Tamiya Pajero BF Goodrich tires mounted on Modified Jakks Pacific Flywheels.

They don't sell the flywheels anymore.

Here's a previous post he posted up- basically the wheels are off a "walmart" type car- they don't make them anymore

Flywheels were actually a kids toy not an RC. They were 1 wheel and tire that mounted on a t handle and you pull the zip cord. They go flynig LOL. The were the rage in scale builds for a little while.
