Ive tighten the bolt all the down and the clutch still slips. Is it time for a new clutch disk?

Are you sure it's the clutch and not the ball diff?

I did replace the spur gear with one you would insert metal balls into it, but no metal balls installed. Guess I should try a solid spur gear?

Try to tighten your diff.

So it's a Stealth and not a six-gear? It shouldn't matter what spur you used as long as it has the proper two inner holes for the mounting screws. Or the screws are too long aren't letting the pad do its job. But you would see/hear that because the screws would be gouging the inner slipper plate.
Unless the slipper pad and plates aren't assembled correctly, I'd say it's the diff that's slipping.

Replace the diff? Why? No. Maybe clean it and reassemble it exactly per the instructions just for maintenance, but you should still figure out what exactly is slipping first.

When you hold both tires and try to turn the spur, the slipper nut should NEVER turn. If it turns you have the diff loose or at least looser than the slipper.
