Welcome to the forum. There are long and short answers to your ??s. Do you want to stick with 1.9 wheels and have to constantly be on the lookout for tires? OR update the car with modern 2.2 sized wheels and tires (readily available)?
Here's an outrage w/ 2.2s:

There are about half a dozen threads in this forum about how to put modern rubber on the ultima.
And whatever applies to the utlima counts for the outrage as they are identical in this aspect.

These shock towers are the ones form the Ultima Pro. You will find that almost every hop up the fits the Ultima, Ultima Pro, and Ultima Pro XL will also fit the outrage. Since Kyosho has re-released the Ultima, it should be easier to find replacement parts. You can also upgrade to the re-release transmission which would give you sintered aluminum 48P gears, a sealed oil filled gear diff, and a slipper clutch. You can even get a ball diff as the one from the Optima re-release fits I'm told.
If you want a set of the shock towers newly made, pm the user on here gomach5. He is also the ebay seller factoryworksrc.
Have fun with the car. I had an Ultima Pro that I loved, but got frustrated looking for good parts, and gave up on the re-release of the Ultima to materialize about 18 months before it came out.
