Considering that the magnet charger we have here at work uses a capacitor bank that fills a cabinet the size of a small fridge, and uses coil shots in the 10kto15K amp range ( for a few milliseconds)...I cant imagine that little bugger doing anything!
Now here is what you use if you want low end torque......

I had one of those ERP motor zappers back in the day. I wish I still had it for display purposes.
