the pic is a little fuzzy, but there should be a hole cut in the plate, I think on the passenger side of the buggy, maybe your plate missed a machining step....very interesting!

I've got one too. Came on a runner that had been set up for dirt oval. Guy I bought it from said it was an option part that was for an ESC that he bought after the bullet was discontinued in the clearance bin. Wether its true or not I couldn't tell ya but it is as far as I know...

Well the top plate that you have was a "newer" plate that was offered on the "RTR" Bullet that came fully assembled with ESC and all electronics VS the "kit" model with MSC.
Here's a couple pics, first two being the "RTR" (notice no hole in the plate) last two being the "kit"
(note these pic's are not of my cars just example pics off the web)
BTW new to the forum here...I do see a few familiar faces.

Oh yeah thats called the Big Trak made in 1979 by Milton Bradley.
A company called Zeon Ltd did a re-release replica of the original last year.
It is a white color which was the original color of the Big Trak that was released in the UK back when.
I still have my original Big Trak and Transport trailer from Christmas of "79" LOL wow I was 9 years old!! Still works to this day but not the Transport.
A very "advanced" toy for its era for sure
