? I'm not seeing the issue.

It is hard to see through the plastic but is the one side not threaded? If so you can use a tap and die set and thread the end.

yeah you can thread it. just take your time. i have a bunch of asssociated screws like that. quality control was caught sleeping again.

I don't see any grooves for the E clip either.

No grooves for e-clips needed on those. They are the inline stubs so the pin holds them in.
