Have you tried putting it inside the bodywork because IR should be able to go through lexan. Also have you heard of NRC projects? Do you have actual thickness numbers to support the thinner claim? From my research, I have heard the 40th is as thick as an original variant. I haven't opened my 40th, so I can't confirm. If you're not changing resins and don't have the printer near a window you don't even need to drain the vat unless you're going several months with it not in use.

There are a few reasons that any well built trans will not spin for the purported 15 seconds. Friction from the felt seals And more notably the grease in the bearings.
