It does work as a soaking solution too, actually it was originally intended as a soaking solution and bore cleaning solution for removing carbon build up from firearm parts. The benefit the sonic cleaner adds is that the grime/dirt float away from the inside and out of the parts. Soaking may require some light scrubbing or wiping but the results wouldn't be much different.
As far as adding silica, I've never tried it but, the sand won't stay in suspension and would just compact. I also think it would be far to abrasive. The intent of the solution is to remove the dirt and grime and nothing else, no material removal. But don't let me stop you from experimenting with it
