Making decals and/or window masks?

I suppose this is directed mostly at Mrlexan, I just did not want to derail one of his threads. I'm curious as to what the process is for making decals, and window masks.
I noticed that the masks that shipped with the bolink baja bug are different from the ones that are in my NIP original bolink package, so I assume that these were freshly done. (as an aside, the new ones look better, the mask for the 2 windows on the doors ae separate on the Mrlexan version, but one long piece on the bolink originals)
I have zero background in anything artistic, I actually came close to failing art class a few times in junior-high
I am not looking to make any myself, just interested to see what goes into making these.

Contact http://www.papilio.com/ and ask for a sample of their clear laser printable (or printer of choice ) compatible media. I did this for a Barbie Tonka project I did a few years ago and they sent me an 8.5x11 manilla envelope full of sample stuff. I wanted peel and stick, what they sent was water transfer (typical model decals ), but it worked out great and it was free. When I run out of this material I would purchase from Papilio for a new supply.

And because I knw you're curious, this was the Barbie Tonka project. It was for my girlfriends granddaughter.
