On-road chassis with no rear end; please help identify

My brother left this box in my garage and told me I can sell it. Problem is, I don't know what it is, and where the rear end went. Other than a lot of dust and some worn looking tires, the chassis doesn't look like it was used.
Any help would be appreciated!

Weird!

Did that combination of pancar front end with small springs and fully damped rear end (no pancar rigid axle) actually work well on the track?
