Hot Laps TR-8 tires in Champ Car kits?

I picked up a new-built Champ Car sometime back that had Hot Laps TR-8 tires on the rear. I always assumed they were just installed by the builder and were not in the kit. But now, I’ve come across another example and that made me wonder. Were these tires included in any of the Champ Car kits?

I have one ( six gear ) as well with the same tires

Both of the ones I'm referring to are early 6-gear cars also. Hmmm.
