They look very familiar to me. Sold a set of some pan car hubs awhile back that I couldn't identify what car they were for:

I'm starting to think GomachV identified those wheels correctly and the 'adapters' are modified hubs from the same pan car

prp might have been more accurate with the 1/8 scale wheels. The hubs I sold were too big for 1/12 wheels.
Still have some hubs from that lot, with the same hole pattern and I think they're for Mini-Mag wheels.
