those are heat sinks for heavy duty wirewound ceramic resistors. slot car gurus used them on the massive resistors that would stick out the top of the controllers. since the resistors were hollow one heatsink would go in each end of the resistor.I've had these in my toolbox for a decade
Cool, literally. Reminds me of a motor heat sink I had with a small compartment you could fill with liquid.
