I think the question was whether other countries have different ratchet drive sizes that are mm based. I would think it would be the mm equivalent of the fractional inch sizes, to keep production costs minimized.

A quick Google search said that ratchet drive sizes are the same everywhere. Nobody has a good reason to change.

It also pointed out that there are multiple things all around the world that use some type of Imperial sizing and that most people just don't realize it.
Always looking for new and interesting ways to waste money.
