I didn't catch any lighting in the photo but it was popping about every 5 seconds.

Chinese mantis!
Here's a picture I took of one in 2013. Never saw one before this point. I actually saw another one a few years ago, and took a video. I don't know where it is though. They move their heads very robotically. Likely due to the limited range of motion.
