It certainly gave a good like-for-like comparison, particularly for standard 27T motors. We used to get handed hand-picked MG motors when we were competing the standard class, and those motors always consistently gave around 2-3000rpm more than the off-the-shelf equivalents we had tested previously.
From memory we used to see 18,000rpm from a bog standard motor, but the ones we ended up racing were 21,500+
The highest we ever saw from a guy who was absolutely flying in the Mods was a little over 29,000rpm.
Bit of fun really, but good for comparing one against another. Same as the Rolling Road really.
