Never seen screws with any team associated gear cover in original packaging.

Carpet tape/ double sided tape without foam works well. Install it on the wheel with the outer protection still on it, install the foam tire, then peel at the protective coating till you can pull it out. As the maker of those chassis I would absolutely not recommend any of them for this usage. Polar opposite of what they were designed for. Mecoa still produces a few old school engines and parts from extinct manufacturers old molds, and there is a a Veco .19 on their list. Might be worth a try.
