They are buggy tyres, sold over here as Fastrax Arrow. The link is a set of four, the fronts are only about 5mm narrower than the rears as they are 4wd wheels. The tyres are good for asphalt, but the wheels are a bit fragile though and have been known to break easily.

Quick and simple version fit the XLS chassis to a Procat, all other chassis parts are identical. Part number is U7211 and is available from Schumacher and from Factory Works. My Optima has run motors from Hobbywing, Tekin, Thunderpower and Trackstar. Not had a problem with the wiring, but I know others have.
