Looks like it is supposed to ramp up on the shaft, so I’d make sure that the piece slides nicely on the shaft, check for burrs or anything that would cause it to lock up instead of free spinning. We've had problems with those "ramps" bending and jamming. For sure take it all apart and check for smooth operation.
