Just the rubber oxidizing, even silicone oxidizes. Any automotive tire shine should work. I prefer Mothers 16915 Speed Tire Shine. Rubbed in and wiped off tires/parts look new rather than just shiny. It seems like the preferred stuff to coat rubber R/C tires with is 303 Aerospace protectant. You have to be careful with what you use as some rubber protection products will actually cause the rubber to degrade.

The R/C hobby has a long history to look back on of how tires can destroy racing. I have been through a couple of tire wars that all but killed the classes and in my opinion, open tire rules do not work for anybody.

I think a control tire that, frankly, doesn't work very well (as in low grip) would be good. It would be the same for everyone and would promote better racing.
