I have used poster tack or it's called sticky tack.
For the black wheels I think I might try black butyl putty.
The non-hardening black putty is used in automobiles for all sorts of things.

They are readily available from Amain and others. Not sure about axels and exact geometry.
I have used inline B4 blocks on a few of my cars and they seem to work OK.
