That will take some effort, it depends on how much work you want to put into it. Some of those scratches look more like gouges, and you can't sand that out. 3 MB is ridiculously huge for uploading to a forum. Microsoft used to have an Image Resizer Utility, which I install on every computer I work with. I don't think you can find it to download unless you do some searching. It will take a huge 3+ MB hi-res camera photo and choosing the "Large"...

You may also need to polish them up a bit after deanodizing them, as sometimes a blackish smut will appear on the aluminum...I think this depends on the quality of the anodizing. Dyeing involves immersing the wheels in boiling water, which will melt and deform ABS plastic wheels. Nylon wheels won't be affected by boiling water. Don't do it unless you have spares and are prepared to toss a set away if the dyeing fails.
